trying to start motor Empty trying to start motor

So i got my motor back together and had it sitting on the concrete trying to make sure everything worked right. I wrapped a rope around the pulley to pull it and see if i got spark but wasnt getting anything. Does anyone know what this could be from? its a HH100. Do i need to set up my whole wiring system for it to work?
